Best character? No. Most interesting and best growth? Yes. Uldren Sov was an asshole on a good day. Whereas The Crow has become something very much wiser and personable than Uldren ever was, and almost empathetic to a fault. I found a line from his Ghost to be very interesting and perhaps giving some insight into the nature of Guardians. The Crown was talking about some beings (I think it was the Scorn) being "lost"...only to have his Ghost chime in, "Sometimes, death is the only path to redemption." Suggesting Crow might be what Uldren would have been without all the toxic influences that plagued his life. His Sister. The Darkness. Ahamkara magic. But the best characters, imo, right now are Osiris and Amanda Holliday.

He still has a long way to go but Crow is getting there, definitely as for when the time comes for his big reveal? I’ll support him but it will be alot of proving to get Zavala, Ikora, Amanda and other guardians to forgive him they might not be so kind at first. Either way he has abit of character development to go through he won’t replace cayde definitely not but that doesn’t mean Crow can’t be his own person and i look forward to seeing that.
