He's so happy and innocent, shown by the fox and nerf gun at his hip. But his inner demons are shown by the hands grabbing at him. His child like look to him shows that Charles still wants to be a child, but the adult clothing and boots show that his outer self has grown up and moved out of childhood. The spikes represent the pain and suffering his abusers have caused, and the blood dripping off represents the little bits of Charles that we will never see. How the Fox looks at Charles is how everyone in offtopic looks at Charles but we don't see the real him. The nerf gun being the only thing that isn't darkly shaded or white represents his coping mechanism for his abuse, his work of being a deputy.
