From what I have gathered, it is going to be very hard for Bungie to create good enough countermeasures agaisnt cheating. I honestly believe they should cut their loses and remove the INCENTIVES for cheating. The big problem that is too often left out of the conversation is the HUGE monetary incentive to cheat. There is a market out there for it. Destiny 2 is not a PvP competitive experience. Bungie should, imho, let go of that pursuit. I am not a fan of the idea. I know this would mean devaluing *Trials* loot in a way... but man, PvP is a mess.
