This is what happens when the only thing they add is 'endgame'
The majority of player time isn't in these activities, even when levelled its not like people are just running the dungeon over and over again.
There needs to be something new to do when levelling, badly.

So we're left with the good old core activities and raids to grind up to the new stuff. That really starts to feel like a hassle even with new loot to play with
