You should ask Bungie why they didn't fix it as soon as they found out.

If everyone is doing it there could be a problem systematically with the game. Like maybe everyone is tired of grinding old content for weeks for 50 light every three months. But yes - let’s stop the presses for you to get a gun you should have gotten four seasons ago. When everyone else was doing it. But what do I know - I just play when content is relevant.
