Is the “Savior” title requirement fix from 28 triumphs to 15 happen? I need to know that because i like to avoid PvP as much as i can!

If its not going to be fix now will i still be able to claim it after the season 9 ends?

Some of the triumph listed under the seal have multiple parts, and each one of those parts counts towards the total of 28. There are 15 individual triumphs listed under the seal if you don't count the sub-steps separately, which is what that link refers to. Everything listed under the seal must be completed to get the title, including the seasonal collection badge, so you're going to have to do PvP.
