I had the quest for unlocking izanami in my quests tab for a while, so when i started shadowkeep, i resumed doing this quest to find that not only was the step Rekindle the flame bugged, but also that the volundr forge was inaccessible, and when i removed the quest, the marker for volundr forge just stopped showing, and it was still inaccessible. Edit: the forges are on a rotation now, didnt know, no bug.
