Luke Smith said (in Director's Cut I, I believe) that developing the Annual Pass content put a strain on the team, and it didn't seem sustainable going forward. This leads me to believe that the Annual Pass seasons are going to introduce lesser content activities, probably similar to public events, that will be the content that comes and goes with each passing season. If this is the case, I would be okay with this sort of thing changing each season. As long as we also get underlying story progression which it sounds like that's the plan. I don't have a guarantee that this is how it's going to work, but from what I've read, it makes the most sense for it to work like this.
