Offering to the Oracle "Powerful Gear"
When I do my weekly stuff, one of the things are the quests from Petra. I take the Blind Well weekly quest and do it to 100% and get a Offering to the Oracle which is supposed to give Powerful Gear, but the gear I get is always far under my power level.

Turning in the Offering does not give you powerful gear. Turning in the Blind Well bounty gives you the powerful gear, at the same time as your Oracle Offering.
