That's not true. Pretty much everything you said is wrong. They summed up some damage changes, but they were pretty vague about most. Scouts have been nerfed by 30% in PvE, show me where they said they'd be doing that? Most weapons have had bodyshot damage reduced, but critical damage increased, which I think is a good change. But it's not necessarily a buff, it just rewards players with better aim, so it's a buff or a nerf, depending on how good your aim is. Vigilance Wing has had a slight nerf, but it's still competitive. Graviton Lance has had a heavier nerf though and its TTK is now 1 second. Both their TTK is lower, not the same or higher.
