Override Frequencies
So i know its been a long time since the sleeper quest has arose but im just now trying to do it and i ran into a brick wall, i try to make an override frequency and im not allowed, so i check and see if i have one already and i dont so i realized my game is bugged where it thinks i have one and i dont so it wont allow me to make one. If anyone has any tips i could use i would greatly appreciate it so i can finally finish the quest.

Not bugged. Finish your Nascent Dawn pursuit step. The ND is likely requiring you to open a node for it. As such, you cannot combine stems until this stems is complete.
