Ana Bray is also not giving "powerful gear" when completing the required quest lines. My highest is 358 and she gave her a 345 scout this week... Not powerful as indicated by the luminous engram. If it's supposed to be soft capped, then don't say "Powerful Gear" and show a luminous engram. Vanguard luminous (powerful gear) is also buggy. If i do Flashpoint first i get rewards UP TO 8 levels above current, then the other Vanguard are at level or 2-3 above... If I do any other Vanguard Luminous first, Flashpoint is at level or 2-3 above (along with the rest)... Very buggy.
