Personally I don't think it was intentional. All the other boons work fine. But 3oc must decrease the rate of exotic drops somehow.
And after the xp throttling incident, I don't think they think they can get any shady practices past us again.
Trials of the lasertag was intentional though, to bring some fun back.

Doesn’t matter if it was intended or not. The fact that a Triple A dev team can continuously make mistake after mistake with a sequel is beyond acceptable. If this dev team brought this quality of work to another field of work they would be fired promptly. Then replaced with a group of people that stop making excuses and gets the job done.
