I wish that were the case for me. Played about 12 hours yesterday with fireteam medallions and toc and 0 exotics. At least 4 of my clan mates experienced the same. I did heroic strikes, nightfalls, adventures, public events and crucible. Nothing. I got a shit ton of legendaries. But that isn't what ToC is for.
