Here's what happens. I shoot the guy in the head, their head explodes and I see a yellow number, and Outlaw doesn't activate. It happens frequently but sporadically and no conditions seem to repeat it every time. It also happens across my Warlock, Hunter, and Titan each. Outlaw also does not refresh while active like other similar buffs do, nor does it have a timer. I don't know if those are intentional or not.
