If enough people got involved, we could test it. Few thousand hours tested with no 3oC, then a few thousand hours tested with 3oC active. Compare exotic drop rates per hour.
Until that happens, we take Bungie's word for it. All these "I played 4 hours and didn't get an exotic" are totally pointless.

But what I’m saying is it’s technically impossible to measure if the system is random. It’s like rolling a die and measuring how many times you get a six. You could get a six three times in a row and have someone tell you “oh I’ve weighted the die to land on six more often” but not allow you to inspect the die - you’ll never know if the RNG has been weighted in your favour or if it was just random. Which is exactly why I did with robust testing, we could see. Until then, we just have to take their word for it.
