To some extent it is. Much of what is needed to make bring destiny 2 up to the standard of destiny 1 are things that have been scrapped and replaced. To try and fix them all bungie would be as good to avoid any dlc after year 1 and instead focus all all efforts on d3 that learns from what made destiny y3 great and d2 disappointing to so many fans.
