I hated the extra RNG from it and the resulting high variance in a weapons power. Would rather have fixed rolls than RNG. A game should be played and replayed because it is fun not because it creates a gambling addiction using RNG. As for weapon systems, removing the OP perks then letting you customize your gun at the gunsmith would be best. Leave builds up to preference.
