Faction people missing, sometimes
I have loaded into the tower 4 times since the reset. All 3 were missing the first time, went back and was able to talk to all 3. Then after doing the EDZ stuff went back and at least FWC was missing, didn't check the others. Instantly went to space and came back. FWC is there now.
