Do agree that normal ammo drops should increase. Sometimes I find my self in certain games where I'm out of ammo with no way to fight back.
Yes - the game does give you free ammo every 5 minutes or so IF you are out of ammo but it's too long when in a heated moment

They're trying to encourage using all of your weapons consistently rather than relying on one weapon the majority of the time. Essentially, you have to approach gun play in D2 differently. It's no longer "primary" heavy (pun not intended) until yellow bars/bosses (then switch to secondary/heavy). Think of juggler in D1. Try switching up between kinetic and energy constantly. They are basically two primaries anyway.
