Idk about you. But on the leviathan, in the throne room. Literally every yellow bar dropped heavy. Even Calus.

That's how it is by design, and not just for the raid. People were pointing out that they weren't getting enough Power ammo in the beta, so Bungie made it that yellow bars and up always drop power.
