As I've just stated in another topic.
I pretty sure cooldowns are set to their base level for the beta and can be improved with armour pieces as per Destiny 1. I really wouldn't fret over how long it takes for your abilities to cool down or your super to charge.

Armour wont dictate cooldowns in D2. Everyone knows that by now

Clearly not everybody does, because I didn't. How do we know that anyway? I'm pretty sure if armour doesn't modify your cooldowns, something will.

Its been stated as a fact already, look it up, everybody has the same set cooldowns

The intellect/discipline/strength is gone but there are armour perks that reduce cooldowns.
