I feel like we're playing with the equivalent of one or two levels of int/disc/str. Since we don't have any good armor yet, we don't know how our cool downs might be reduced. We definitely saw on the reveal that there were perks on the armor that said "reduces grenade cool down" and such, we just haven't gotten the chance to use them yet. If this is the end product of our cool down times, then yes that's a little bit dissapointing. But I'm sure they have a way to make them faster.
