What MMO have you ever played that lets you keep your armor and weapons? By allowing us to keep armor and weapons it cuts content from expansions. I can see exotics being forever but truthfully with all these expansions Destiny dropped I never really cared about the vendor weapons whatsoever so I never had to grind after TTK because I already had the archeytypes with my favorite rolls already and that cause the expansions to get stale faster. Thats why I don't think Legendaries should carry from expansion to expansion and neither should armor. Each expansion should have a new grind at the end of it.
