Never really said to turn anything into quests. Said Xur should rotate gear and to increase rates for the raid on equipment you don't already have. Basically, no sunbreakers 3-4 times in a row. If it was gjally, it would probably appear 3 times in one year instead of once at the beginning and once at the end. It rewards consistent playtime but is still subject to RNG.
