Army of One is bugged, Does not Proc on precision kill
I have a sniper with Army of One, a single headshot precision kill in the Crucible doesn't proc the perk. But a double body shot kill will.
You can measure the recharge period in the video to verify that it is not just a problem of the text not appearing in the feed.
