If you google each of the options, you will see that they are all either Developers or Developers / Publishers.

Nah, many like ea , Bethesda and Ubisoft are publishers

Bethesda and Ubisoft are devs and publishers. I'm not sure if EA still develops their own sports games under EA sports or not, so I can't comment on that.
