I definitely agree that there is something wrong with the drop rate of the Skeleton Keys. I have done over 30 strikes from the Siva heroic and normal playlist and I have only gotten one Skeleton Key to drop at the end of the strike. Besides improving the drop rate of the skeleton key, I think that Bungie should allow Skeleton Keys to drop in other parts of the game in addition to strikes. Maybe they should add it to the loot pool for Iron Banana, Trials, and the Raid. Also, I think that the rewards in the chests need to be fixed. Class items should either be removed from the chest or reduce the drop rate significantly. The fact is that we all want the weapons and armor from those chests.
