I don't think they are changing the Tower. A more likely theory is that this could be a way for them to wipe our characters for Destiny 2 or it is a part of an introduction to SIVA for players

Tower will be quarantined from guardians, then the fallen will attack which is why we saw in game footage of fallen in bannerfall

Tower will not be quarintined bungee confirmed

I saw it. There's a scene of a boss fight on bannerfall. I'm sure it was in one of the teasers in the official streams.
