There's only a set 25% xp boost no matter how many transmissions you have. Tested it on a character with just one and another with all five.
These transmissions also seem to be some sort of super soldier type serum. Patients injected with it were showing increased cognitive and physical capabilities when Clovis Bray was testing it. It's unlikely these transmissions are part of SIVA as they are two very different nanotechnologies.

Or maybe they evolved into SIVA. Maybe this is the early form before it mutated into something sinister.

SIVA was not sinister at it's conception. It's a self-replicating nanotechnology that was used to help build and colonize during the Golden Age. That's a far cry from an elixir used to increase mental and physical capabilities of the average person.

Well through technological advancements humans were able to live longer and did in fact have increased physical abilities They mention this in the very beginning cutscene for the game "human lifespan tripled!"
