Seems the for sure way I found is private mayhem rumble... Person A who is trying to transfer needs to kill people with a super, then all the people who were killed by the Super just need to kill person A and it will transmit right away, I has worked every time and seems to be the only sure thing so far... You must kill with a super first though to pass them along. Just an fyi
