Its the matchmaking. Bungie tries to get most players close to a 1.0KD
They do this by alternately pairing you with players above your skill, then players below your skill.
I'm a skrub with 0.8KD. After a few matches going 3.0 i mysteriously end up getting matched with top tier players. Not fun.
