Dude you have to realize that if you hit someone in the head with a hand cannon three times it will kill them, for some of the fastest kill times in the game. Auto rifles have some of the longest kill times right now, I think you just are not hitting your shots if you are getting outgunned by autos when you have a hand cannon. And in terms of bullets not registering, I know I haven't had any problems since the update.
