Yeah, that could work alright. Maybe a 10 second timer would be fair?
The perk would be great for PVE without any changes though.

This has to be my favorite perk idea so I had to include it, could be a little OP, but who doesn't want a Vex Minotaur fighting your enemies for you.

Yeah I think it'd be pretty cool. I'd love to use it on an ogre.

Omg, didn't think of that. That's awesome. Maybe a Colossus would be cool too. Should it work on bosses like Valus? I guess it would only be a problem if Valus started attacking a phalanx who then saw Valus as an enemy and smacked him through a wall. Just to be safe, it won't be effective against bosses. Imagine using Hysteria on Crota, that would be nuts.
