Exotics should only be God-tier if they were insanely rare to get. Like, you'll only end up earning one... ever unless you have the luck that Candide has in order to escape a bad situation. Basically, every exotic should have an insanely difficult quest that should be completed alone, and the odds of getting such a quest would be abysmally low. Really, we should just have a vast array of unique perks we can get on legendaries...
