Well considering beating the games end game content requires the most skill, and then consecutively doing so gives said player higher skill level gear... I would say yes, light level to some degree does define skill. I can look at someone's light level based on their highest achieved light and know exactly where they stand in terms of content they have beaten.

The community has a lot of problems because the game has a lot of problems. This isn't difficult to process.
