Stating with a purchase of "something" Is not free but getting something at no additional cost. "At no additional cost" and "free" are two different things. The fact that bungie stated in their post people who have purchased TTK, is stating its not free. By Law, they have to state "with purchase" to let the consumer know it's not free.
