The Dark Zone isn't really very much PvP, or at least not in my opinion. Most of the people that go rogue to so on accident. It's more of a place to just farm named bosses. After a certain point (around DZ level 30), the loot starts to become worthless.
What everyone strives for now is the Phoenix credits to buy High-End gear.
