If it's not OP then explain to me how a team of 3 warlocks went flawless with only using firebolts grenades and scorch melees (they didn't even need or use guns) and tell me what other class can do that.
DOT that stays with you (burns you) is clearly broken in PvP and needs to be looked at and fixed.
