All Bungie can do is concepts and pitch ideas they don't get to call the final shots.

You do realize Activision is publisher which means bungie gets 0 to little say in what goes into the game. Let's also not forget the board of directors who really call the shots, if you honestly believe Bungie is able to make whatever they and give it to the public then you're not that educated in what goes on behind the scene when making a game. I can guarantee you Bungie has to go through at the least 2 green lights before they can even start something. This is normal with AAA games though.
