Damage Referee is a huge lie. Here's proof.
What is damage referee? Here's what it is best described by Bungie's own.

You should play Elimination or skirmish on Friday right before Trials starts. You will see all the switchers or ddos guys in there practicing their routines. You'll see one guy go red bar get a few kills with it. Than someone else in their team will go next. It's comical and sad at the same time.
