Damage Referee is a huge lie. Here's proof.
What is damage referee? Here's what it is best described by Bungie's own.

2 RisposteI wish they had an indicator when someone was being refereed ... Either on screen, in the menu, or even after the match it could tell you how many times it happened to each player. That must be within their gift to give? They must be logging it to measure the effect it is having on the game.
