Lets do some math: $32(current price)/$115(price 2 years ago)=28%(current income vs previous income) 28%/60%(how much of their budget is effected)=17%(what remains) 17%+40(the rest of the budget unaffected)=57%(The current budget of Russia vs 2 years ago) In other words broke, almost half of their budget grew wings and flew away. But no worries many other dictatorships around the world are also feeling the oil burn (pun intended).
