I've seen green bars teleporting all over the screen and not taking damage. I've seen it in person and on stream. I used to get matched with potato connections here and there prior to TTK but now it's almost every match. In Halo 3 you could prioritize connections even in the ranked playlists. If they could do that 10 years ago with a smaller player base, I don't see why they can't do it now.
