Foh is grossly underpowered compared to other supers. First you have to rush in while getting shot to use it. Unless you have unstoppable it's a good chance you will die before touching the ground due to it having the longest activation time (especially in air) in the game. The range is insignificant and enemies can survive if they are on the edge with minimal damage. The Titan does a super cool pose after which guarantees his death from survivors or those outside his range. Most people just jump out the way or fall to a lower platform because it gives you all the time in the world to escape that small radius. And on average it will net 1-2 kills unless you are lucky enough to find a bigger group. So if they managed to pull off a super to win a 1v1 I say it's throwing a bone to the underpowered Titan.
