If you felt a good player player should have a higher kd then that just depends on your opinion of how well a player should play the game before you tip your fedora to them. Kd means something and doesn't anyway. If you have a game that makes use of match making rating then you will be placed against people of your ability. Trying balance the entire player base to a 1.0 rating. The only exception to that will be players who are so absurdly good at a game that they break the rating system as enough players of that caliber don't exist.
