The nine are probably just simply powerful extraterrestrials with some form of ruling power. I don't think Bungie would have rushed the entire vanilla game so much but spent their time on something so elaborate like this.

I feel like they are slowly easing their way back into the old script after the people on the forums have demanded more complex story. They scrapped the original story because activision though "it was too complex for the younger audiences" but now we're demand more, so.
