Praydeth was speaking of the vex with that line, not the nine The quite refers to how the vexes minds, being interconnected and hive like, can run all calculations thought possible, but what if they didnt think of all possible variables

I feel like he was referring more to worlds like mercury seeing as how it is completely consumed. There was a post about how the vex may use worlds like mercury as massive quantum super computers to predict the future and with that they could move resources to set seeds to make multiple computers and expand their sight into the future. The other smaller minds are used to direct building efforts, troop movements, protection for the building crews and other operations. hence the reason for divisions such as the hezen corrective, hezen protective, virgo prohibition, aphix invasive, ETC. But that's a whole different theory entirely. If you want I could go fish that theory out.
