Nonsense. Talos built the Empire and it still reveres him. It's the Thalmor who forbid it. If Ulfric just hadn't made a ruckus during the Markarth incident Talos worship could have continued in secret while the Empire continues to prepare for the next war. Instead Ulfric had to get the Thalmor's attention causing them to invoke that particular clause of the White-Gold Concordant and forcing the Empire to allow Thalmor Justiciars to crack down on Talos worship. Worship the Empire knew about and previously did nothing to stop.
