(house of wolves) in one of the missions Tetra asks how Skolas got passed the nine. and also notice how that at first if you listen to the first part of the story that The Hive show up when the nine show up and they only show up after the cabal show up and they show up after the vex show up, and if you think about it really hard about what you know about the vex, you'll realize that the vex created time and space at the same time as they were created, they are the big bang that start the universe, yes it's confusing but it's true.
